About Trinity Metro

Trinity Metro was created in 1983 as a regional transportation authority of the State of Texas and is not an agency or department of any of its member cities.

The agency annually provides nearly 10 million passenger trips on buses, vanpools and the Trinity Railway Express, which it jointly owns and operates with Dallas Area Rapid Transit. Trinity Metro is developing TEXRail, a commuter rail from Fort Worth to DFW Airport’s Terminal B.

The governing body is an eleven-member board of directors with eight appointed by the Fort Worth City Council and three by Tarrant County Commissioners Court.

& Chief Executive Officer

Paul Ballard has been President and CEO of Trinity Metro since 2014. He came to Trinity Metro after serving 12 years as CEO of Nashville Metropolitan Transit Authority and the Regional Transportation Authority in Middle Tennessee. He holds a B.S. Degree in Business, Transportation and Public Utilities Management from the Indiana University School of Business and an MPA Degree from Webster University in St. Louis.

Senior Vice President

Bob Baulsir joined Trinity Metro in 2014 as TEXRail Project Manager with more than 30 years’ experience overseeing large transit projects, including rail development, construction, rail facilities and Bus Rapid Transit. He also has managed transit system procurement, operations and maintenance facilities, safety and security. Bob retired as General Manager of Administration for the Nashville Transit Authority and the Regional Transportation Authority of Middle Tennessee in 2014. He holds a Bachelor of Science in business management from the University of Phoenix with coursework at the State University of New York. He has training in transit related areas including safety and security. Bob has worked in public agencies in New York and Ohio, including the Metro Regional Transit Authority in Akron.

Vice President of Finance

& Chief Financial Officer

Monica C. Fowler joined Trinity Metro in 2012 as the Assistant Vice President of Finance and is currently serving as the Chief Financial Officer and Vice President of Finance. She oversees all financial activities including budgeting, financial planning, investments, general accounting and grant management for Trinity Metro. She was previously employed in financial management at the Denton County Transportation Authority and the Burnet County Auditor’s Office. Monica holds a Bachelor of Business Administration in Accounting from Tarleton State University, graduating with honors, and a Master of Business Administration from Texas A&M University.

of Human Resources

As Vice President of Human Resources and EEO Officer, Ms. Kroeker joined the Trinity Metro in 2000 and provides leadership and oversight of Trinity Metro’s human resource management and is dedicated to protecting and serving the business through the delivery of exceptional people services. Areas of responsibility include recruitment and onboarding, compensation and benefits, performance management, workers’ compensation, labor and employee relations, training and development, wellness, and employee engagement and recognition.

Ms. Kroeker has over 20 years of human resources experience in both the private and public sector. She attained a BA with and emphasis in Management and HR and holds a PHR (Professional in Human Resources) certification through HRCI, a SHRM-CP (Certified Professional) through the Society for Human Resources Management. In addition to her position at Trinity Metro, she serves on the board for SWBA (Southwest Benefits Association) as well as serves on the board for the local chapter FWHR (Fort Worth Human Resource Management Association).  In her volunteer roles she partners with other leaders in the HR field to support efforts in advancing the human resources profession.

Reed Lanham

Vice President

of Strategy and Technology

As Vice President of Strategy and Technology, Reed Lanham has strategic leadership, future initiatives, and relationship management with the Federal Railroad Administration, Federal Transit Administration and other regional transportation agencies. He provides oversight of Trinity Metro’s Positive Train Control (PTC) efforts as well as developing new strategies utilizing evolving technologies. Reed joined Trinity Metro in 2015 as Director of Rail Safety and Regulatory Compliance for the North Texas Region and later as Manager of Rail Operations. His previous experience includes working as the Manager of Safety and Compliance for Herzog Technologies, Inc., and with Herzog Contracting Corp. working as a Quality Control Inspector/Field Engineer and a Signalman. Through these experiences Reed has gained extensive knowledge of commuter rail systems and transportation agencies across the nation and holds several certifications related to rail operations.

Mike Stolzman

& Chief Operating Officer of Rail

Mike Stolzman comes to Trinity Metro with more than 20 years of rail experience with both Class I’s and Short Lines. In 1984, he started his professional career as an artillery officer in the U.S Army, serving in the continental US, Europe, Southwest Asia and Korea earning a Bronze Star. Mike joined the Chicago Northwestern Railroad in 1995 and subsequently Union Pacific Railroad after the merger. Working with Anacostia & Pacific, Mike was president of three separate Short Lines, including the Pacific Harbor Line in Los Angeles/Long Beach, where the company earned the Short Line Railroad of the Year award. A native Texan, he received a bachelor’s degree from Texas State University and a master’s degree in quantitative analysis through the U.S. Army Command & General Staff College.

Linda Thornton

of Marketing & Communications

Linda Thornton brings extensive communications and transportation experience to her role as Vice President of Marketing and Communications at Trinity Metro. Her career highlights include corporate communications at Boeing, communications manager for the State of Texas at GE Transportation, communications and Positive Train Control (PTC) program communications manager at BNSF Railway, and chief marketing officer at CTC, Inc. One of her highest profile assignments was handling communications and media relations for delegate and media transportation at the 2016 Democratic National Convention. Earlier in her career, she was the principal at Que Public Relations, a boutique agency. Linda earned a bachelor’s degree in English from the University of Iowa and a master’s degree in journalism from the University of North Texas and is Accredited in Public Relations.

of Administration

Detra Whitmore was named Vice President of Trinity Metro in August 2016. Detra joined the transportation industry with Trinity Metro in 2005, starting as an administrative assistant and literally working her way up through the ranks. As VP of Administration she oversees the Administration, Planning & Development, and Customer Service departments. She oversees all aspects of the internal administration of Trinity Metro. She is the agency’s Freedom of Information and Records Retention Officer. Detra is responsible for directing the short-term and long-term public transit needs for Tarrant County cities. She also directs the planning of new routes, alterations of routes and cost estimating that also includes identifying appropriate sites for new facilities and improving existing facilities. She is a certified Project Manager Professional.
